HRHA publishes FSS, homebuyer education, and counseling services. We have not confirmed a current monthly HCV homeownership option. Ask HRHA for a written answer before including voucher payments in a homebuying budget.

One clear route: apply for voucher mortgage assistance, prepare to buy with savings and an independently qualified loan, or work on a readiness plan.
If you get stuck
If the monthly option is unavailable, ask for counseling and other purchase resources. Ask about portability before making any move; it needs agency approval and is not a guaranteed workaround.

FSS is a savings and support program. Its final escrow payment is separate from mortgage approval and from approval to use a voucher for ownership.

Written completion status, a balance and disbursement record, and an identified next contact. Keep the deposit record for your lender.
If you get stuck
If you have already received the funds, you can still request the records and a counseling referral. Ask the authority and any assistance program how funds held after payout are treated for their separate eligibility rules.

A written action plan, a realistic monthly housing budget, and a follow-up appointment.
If you get stuck
Ask for a HUD approved counseling referral if there is no appointment available. Ask about any fees before enrolling.

For the monthly voucher route, the authority decides whether your household qualifies. A lender makes a separate credit decision.

- The authority’s requested household, income, employment, and ownership-history documents.
- Education records and any accommodation request relevant to accessing the program.

What you should leave with
Written eligibility or a specific list of missing items, with the next review date. If declined, request the reason and any available review procedure and deadline.
If you get stuck
Do not self-disqualify from a generic online income or work-hours rule. Some federal requirements have exceptions, and local approval is essential.

If scheduling, language, disability, or transportation is a barrier, ask for an accessible course option and confirmation that it will be accepted.

Tell lenders exactly which route you are pursuing. Experience with first home purchases alone does not establish experience with HCV mortgage assistance.

- Income and asset documents requested by the lender, education records, and FSS payout evidence.
- The authority’s preliminary assistance information if applying for voucher mortgage help.

A written preapproval with conditions and an estimate of cash needed and the full monthly payment, including taxes, insurance, and any association charges.
If you get stuck
Ask for a specific readiness plan if you are not yet approved. For the voucher route, have the authority confirm acceptable financing before committing to a loan.

Do not move, spend, or hide money to try to meet a limit. Ask the program to explain its rules and any applicable exclusions in writing.

If you get stuck
Avoid nonrefundable commitments based only on a hoped-for subsidy. Ask your agent and counselor to resolve any program mismatch first.
11Complete inspections, final approvals, and closing

For the HCV ownership route, both the authority’s required inspection and an independent professional inspection are required. Lender and assistance approvals must also be completed.

Do not give up rental assistance or schedule an uncoordinated move based on an assumed closing date. Verify wire instructions by calling a known, independently verified number.

Plan for ownership expenses and ask who you can call if your income changes, repairs arise, or payments become difficult.

- Mortgage and assistance documents, homeowner obligations, warranties, and a maintenance budget.

A support contact list, important reporting dates, and a plan for routine upkeep and unexpected costs.
If you get stuck
Contact your servicer and counselor as soon as a payment problem appears. A return to rental assistance is not automatic; ask the authority about your specific options.
A HANDOFF YOU CAN ASK FOR
“I finished FSS. What happens now?”
You can request a clear transition plan even if the payout has already happened. Homeownership is a choice, and an FSS payment is not proof that a household is ready or approved to buy.
- Request written confirmation of FSS completion and any remaining conditions.
- Get the final escrow statement, payment date, and documentation of the source of funds.
- Keep the bank record showing the deposit. Ask the lender what additional verification it needs.
- Ask your HCV specialist how continued rental eligibility and reporting are handled after graduation.
- Schedule a counseling appointment and ask for a direct introduction, with your permission to share information.
- Confirm whether you are buying with monthly voucher assistance or with savings and independent financing.
- Ask each down payment program how it treats FSS money and what asset or contribution rules apply.
- Leave with a named next contact, a dated action plan, and a scheduled follow-up.

WHEN A REFERRAL GOES QUIET
Ask again, with a record.
This is a suggested follow-up schedule, not an agency response deadline. If you have a closing, appeal, or other deadline, say so immediately and follow the deadline in your notice.
- First contact
Call your specialist and send a short written request. Note the date, office, question, and any promised response.
- After about 3 business days
Follow up using the original message. Ask for an appointment, the correct contact, or a date when you should expect a response.
- After about 7 business days without a clear next step
Call 757-727-1111 and ask for the HCV supervisor. For a counseling issue, ask for the counseling supervisor or an alternate provider. Share your contact log and request a named person to resolve the handoff.
- If the issue is a denial or still unresolved
Request the decision, policy, and any available review or hearing procedure in writing. Do not let a formal deadline pass while waiting for a callback. A housing counselor can help identify the appropriate next resource.
