Confirm who administers your assistance

Use the housing authority on your current voucher or assistance paperwork. The city where you live or want to buy may be different.

  • Current voucher or assistance notice and the name of your assigned specialist.
  • Whether you want to buy in Hampton, Newport News, or another jurisdiction.

The right program, a named contact, and confirmation of which authority must approve your next step.

If you get stuck

Ask the main HCV office to identify your specialist. Public housing and project based assistance do not automatically become a homeownership voucher.

Confirm locally

Get a written answer about your homeownership path

Ask NNRHA’s HCV homeownership team whether it is accepting participants and how to apply.

  • Your homeownership goal and preferred purchase city.
  • Any previous enrollment, completion, or homeownership correspondence.

Are you accepting HCV homeownership applications now? Please send the effective policy, eligibility checklist, orientation date, and the name of the person who can follow my case through closing. Is FSS participation or graduation a local condition?

What you should leave with

One clear route: apply for voucher mortgage assistance, prepare to buy with savings and an independently qualified loan, or work on a readiness plan.

If you get stuck

If the monthly option is unavailable, ask for counseling and other purchase resources. Ask about portability before making any move; it needs agency approval and is not a guaranteed workaround.

If you participate in FSS

If you are in FSS, request your completion and savings records

FSS is a savings and support program. Its final escrow payment is separate from mortgage approval and from approval to use a voucher for ownership.

Have these ready

  • FSS Contract of Participation, goal plan, and latest escrow statement.
  • Any completion notice and a list of questions about the payment.
ASK THIS

Is my contract complete? What is my final balance after any permitted deductions, when and how will it be paid, and who can provide the lender’s verification? Please introduce me to a counselor and set a handoff appointment.

What you should leave with

Written completion status, a balance and disbursement record, and an identified next contact. Keep the deposit record for your lender.

If you get stuck

If you have already received the funds, you can still request the records and a counseling referral. Ask the authority and any assistance program how funds held after payout are treated for their separate eligibility rules.

Meet with a housing counselor and make a readiness plan

A private counseling appointment can connect your budget, credit, savings, and homeownership goal to a practical plan.

  • Income information, monthly debts, savings, and ordinary household expenses.
  • FSS records if applicable. Ask how to send documents securely.
ASK THIS

Can you help me prepare to buy using FSS funds or HCV homeownership? What should I work on first, which education will the authority accept, and when will we meet again?

What you should leave with

A written action plan, a realistic monthly housing budget, and a follow-up appointment.

If you get stuck

Ask for a HUD approved counseling referral if there is no appointment available. Ask about any fees before enrolling.

Monthly voucher route

Have the authority review your eligibility

For the monthly voucher route, the authority decides whether your household qualifies. A lender makes a separate credit decision.

Have these ready

  • The authority’s requested household, income, employment, and ownership-history documents.
  • Education records and any accommodation request relevant to accessing the program.
ASK THIS

Which federal and local rules apply to my household? Please explain income, employment, first home, assistance-history and FSS requirements. Do any elderly or disability exceptions or reasonable accommodations apply?

What you should leave with

Written eligibility or a specific list of missing items, with the next review date. If declined, request the reason and any available review procedure and deadline.

If you get stuck

Do not self-disqualify from a generic online income or work-hours rule. Some federal requirements have exceptions, and local approval is essential.

Complete the education your programs accept

Ask the authority and lender which course and counseling documentation they require before signing up.

Have these ready

  • Your counselor’s plan and any previous course certificate.
ASK THIS

Will this course meet my authority, lender, and down payment program requirements? Do I need individual counseling too, and does my existing certificate remain valid?

What you should leave with

Accepted education and counseling documentation in your purchase file.

If you get stuck

If scheduling, language, disability, or transportation is a barrier, ask for an accessible course option and confirmation that it will be accepted.

Compare lenders and document every source of funds

Tell lenders exactly which route you are pursuing. Experience with first home purchases alone does not establish experience with HCV mortgage assistance.

Have these ready

  • Income and asset documents requested by the lender, education records, and FSS payout evidence.
  • The authority’s preliminary assistance information if applying for voucher mortgage help.
ASK THIS

Have you closed an HCV homeownership loan with this authority? How will you underwrite the subsidy? How will FSS funds be documented? Please explain credit requirements, total costs, conditions, and assistance options in writing.

What you should leave with

A written preapproval with conditions and an estimate of cash needed and the full monthly payment, including taxes, insurance, and any association charges.

If you get stuck

Ask for a specific readiness plan if you are not yet approved. For the voucher route, have the authority confirm acceptable financing before committing to a loan.

Check down payment assistance before committing funds

NNRHA has a separate down payment assistance process. Its 2026 application includes a cash asset limit, which makes the treatment of FSS proceeds a key question.

  • Your preapproval, FSS balance or payout, total assets, and proposed assistance sources.
  • Ask whether a signed purchase contract is required for the formal application.
ASK THIS

Can these programs be combined? How are my FSS funds counted? What must I contribute? Is aid a grant or loan, and when must it be repaid? What deadlines and property conditions apply?

What you should leave with

Written funding conditions, an application sequence, and confirmation that assistance is reserved before relying on it at closing.

If you get stuck

Do not move, spend, or hide money to try to meet a limit. Ask the program to explain its rules and any applicable exclusions in writing.

Choose your agent and closing professional

Interview for demonstrated experience, clear fees, respectful communication, and willingness to coordinate with your authority and counselor.

Agents and closing or settlement professionals you choose. No individual provider on this roadmap has yet completed our interview review.

Have these ready

  • Your confirmed route, budget, preapproval conditions, and timeline.
  • The housing authority’s purchase and inspection instructions.
ASK THIS

What recent HCV or FSS home purchases have you handled? Who will coordinate documents and deadlines? What do I pay, when do I pay it, and what happens if the purchase cannot proceed?

What you should leave with

A team you understand and choose, clear written service agreements, and an agreed communication plan.

If you get stuck

Check licensing, compare choices, and ask your counselor for additional names. You do not have to choose a professional through this website.

Complete inspections, final approvals, and closing

For the HCV ownership route, both the authority’s required inspection and an independent professional inspection are required. Lender and assistance approvals must also be completed.

Authority inspection staff, your independent inspector, lender, agent, and settlement professional.

Have these ready

  • Inspection reports, repair documentation, appraisal and insurance information.
  • Final lender conditions, approved assistance, FSS funds documentation, and closing disclosures.
ASK THIS

Have all inspection and repair conditions cleared? Who has approved each funding source? What is my final cash needed, and when do rental assistance, my lease, and any ownership assistance change?

What you should leave with

Completed approvals, verified closing instructions, signed ownership documents, and a written transition schedule.

If you get stuck

Do not give up rental assistance or schedule an uncoordinated move based on an assumed closing date. Verify wire instructions by calling a known, independently verified number.

Keep support in place after you get the keys

Plan for ownership expenses and ask who you can call if your income changes, repairs arise, or payments become difficult.

Your mortgage servicer, counselor, and authority if you receive ownership assistance.

Have these ready

  • Mortgage and assistance documents, homeowner obligations, warranties, and a maintenance budget.
ASK THIS

What reporting and occupancy rules apply? How long can assistance last for my household? What changes must I report, and who helps if I cannot pay? Do my assistance loans have resale or refinance conditions?

What you should leave with

A support contact list, important reporting dates, and a plan for routine upkeep and unexpected costs.

If you get stuck

Contact your servicer and counselor as soon as a payment problem appears. A return to rental assistance is not automatic; ask the authority about your specific options.

A HANDOFF YOU CAN ASK FOR

“I finished FSS. What happens now?”

You can request a clear transition plan even if the payout has already happened. Homeownership is a choice, and an FSS payment is not proof that a household is ready or approved to buy.

  1. Request written confirmation of FSS completion and any remaining conditions.
  2. Get the final escrow statement, payment date, and documentation of the source of funds.
  3. Keep the bank record showing the deposit. Ask the lender what additional verification it needs.
  4. Ask your HCV specialist how continued rental eligibility and reporting are handled after graduation.
  5. Schedule a counseling appointment and ask for a direct introduction, with your permission to share information.
  6. Confirm whether you are buying with monthly voucher assistance or with savings and independent financing.
  7. Ask each down payment program how it treats FSS money and what asset or contribution rules apply.
  8. Leave with a named next contact, a dated action plan, and a scheduled follow-up.
YOUR HANDOFF REQUEST

“I’ve completed FSS and want to understand my path to homeownership. Can we schedule a transition appointment, confirm my savings documentation, and connect me directly with a housing counselor? I’d like a written plan showing my next step, who’s responsible, and when we’ll follow up.”

WHEN A REFERRAL GOES QUIET

Ask again, with a record.

This is a suggested follow-up schedule, not an agency response deadline. If you have a closing, appeal, or other deadline, say so immediately and follow the deadline in your notice.

  1. First contact

    Call your specialist and send a short written request. Note the date, office, question, and any promised response.

  2. After about 3 business days

    Follow up using the original message. Ask for an appointment, the correct contact, or a date when you should expect a response.

  3. After about 7 business days without a clear next step

    Call 757-928-6060 and ask for the HCV supervisor. For a counseling issue, ask for the counseling supervisor or an alternate provider. Share your contact log and request a named person to resolve the handoff.

  4. If the issue is a denial or still unresolved

    Request the decision, policy, and any available review or hearing procedure in writing. Do not let a formal deadline pass while waiting for a callback. A housing counselor can help identify the appropriate next resource.

Ask each office for its exact checklist and secure submission method. Keep these with you, do not upload financial or identity documents to this website.
